Let staff use fax

Decide whether everyone in the clinic can see and send faxes, or only admins.

On the SETTINGS tab, Allow staff to access faxes. When enabled, all staff members can view and send faxes.

Off by default, so fax is admin only until you decide otherwise.

The other two rows in the same block are about how faxes are sent rather than who may send them. See Fax settings.
